Needlenose, and I use a stiff leather square in my Palm behind tools when pushing, it spreads out the pressure and reduces aches. I use the needlenose to push/pull needles My diamond awl was the best investment I ever made for working leather. Don't even need to use sharp needles when saddle stitch...

...also bending a hoop can be as simple as just using a couple of good C-clamps (I have done so for both cold- and steamed hoops) - especially if it's a one-off project.
A friend who makes frame drums professionally has several jigs that he uses, but used C-clamps when he started out.

Lute staves tend to be quite a bit thinner than drum hoops, though - 2-3 mm compared to 6-9 for drum hoops. There are several examples of zilli bendir and riqqs at the Topkapi, and were part of the traveling exhibits in 1992 and '96. Glue-lam isn't a period technique for these - working green or steam bending are - although for period, greenwork is FAR more likely. I have made several frame drums myself ...
