Combat archery is behind this. Multiple arrows penetrate grilles at Pennsic, so they have to make arrow heads fatter. To keep the archers from bitching, they have to do away with low-profile thrusting tips. They can't bitch (IMHO), when is the last time any CA got hit with a stick? Let alone a LPTT...

Personally Combat archery doesn't worry/ annoy/ piss me off at all. What I would like to see is the "targets" be as they are with traditional heavy forms. The last time I remember a heavy weapon being weighed was when a halbard knocked out a fighter's fake tooth. The offending weapon was weighed and found to be under the max weight allowed. That was 10 - 15 years ago. I think this is one of those rules that are meant to help marshals deal with problem...
