Part of your problem is vibration. The impact travels through the anvil and stump to the floor and thus to the structure. Get three 3'x3' rubber stress mats from Home Depot and stack them onto of each other and then put the stump and anvil on that. It will help greatly. Even my bench gringer can be ...

Galvyn, UPS comes in about the same at $15.00 but UPS ground gets it there faster that USPS Parcel Post so i'd go UPS but your call.
