Simple Green in a bucket does a decent job. Hit it with WD40 after to minimize rust until you start wearing it.

If the weld penetrates all the way through, it does not have to be welded both sides.

I think Brand uses this technique, and I know Red Falcon used to, a penetrating weld on top of a lapped plate, but no weld on the bottom which allows the plate to create the division it visually should.
