You want to push 6061 T-6 around with a hammer, you use a deadblow, not a hard face steel head. Lower T numbers move easier, I believe. Generally, but that isn't always true. I've seen some 223 bullets that made holes in 1/2 plate, and some of their buddies that were stuck in the same plate, nearly penetrating, but not quite. They were mostly sticking out of the plate, but not quite far enough to fall out. They weren't normal rounds, I'm pretty sure they were steel cored...

It is obviously plausble in certain situations because we have surviving examples. It was used to create rigidity around the neck and, as Russ says, possibly to help to retailor it. And that all depends on the bullet, its speed, profile, diameter, weight, material. Some will still be going fast enough to penetrate, and some won't. If it works for a 22LR, it won't work for a 223. If it works for a 223, it probably won't work for a 308, etc.

Armor generally wasn't etched prior to about 1500, at least in Western Europe, I'm not sure about parts East.

Mostly you would find uppers to be brigandine, mostly with layers of canvas for structural support, and brocades, or velvet for coverings.
