If there is only surface rust and the finish is a smooth dull finish, you will most likely only need to buff with a couple of different rouges.

For dress use, 24ga should be fine.

All the above, plus: IMHO- A wire feed welder should not be purchased unless it has the capability of being upgraded to gas at some point. You will most likely need this.
