Not really. I use water when polishing steel (wet emery cloth) frequently. Just dry it off an you wont have any rust problems...

You'll spend more on electricity to do the electrolysis than you'll get out of the flame. Propane/oxy or acetylene/oxy is probably more cost effective. Especially over time as you amortize the initial cost.
