I use the windrose setup, and I like it, but it took some getting used to for me. You will wind up having a leather strap at your neck (in addition to the chinstrap at your chin), so I could see some people having a problem with it.

This. Build protective armour that is comfortable and safe. The garb that covers it do separately. Much more effective and easier.

I'll second the 55 gallon HDPE plastic drums. Given the budget you are referring to, that seems like the best way to go. I can find them here for around $10, which is much cheaper than a full sheet. I can't speak to the authenticity, but it looks really cool.

That said, the bazuband design you have does not appear to be SCA legal. It looks like you would need additional coverage on the side of the elbow.
