I use the windrose setup, and I like it, but it took some getting used to for me. You will wind up having a leather strap at your neck (in addition to the chinstrap at your chin), so I could see some people having a problem with it.

I'll second the 55 gallon HDPE plastic drums. Given the budget you are referring to, that seems like the best way to go. I can find them here for around $10, which is much cheaper than a full sheet.
