Most helm/gorget combos would fail a very picky marshal (without an aventail/drape).

Only the most egregious are really prevented from fighting because of the logistics of the situation.

So, it is impossible to tell without pictures or inspecting the helm personally.

Contact cement will do a reasonably good job of attaching leather or material to plastic, but unless the plastic has a decent shape to start with, it will never look good. I'd recommend garb.

I have one that I've fought it. The arms are a bit tight to go over armour, but is otherwise fine. If you were going to have it be the base layer, then it should be fine.

I fight in Adric's pants all the time.

It depends upon your definition of "fully armoured". Different armour has different silhouettes.
