If you're going to invest in any leather tools, I'd definitely add a rotary punch to the short list. They are worth their weight in gold because they are WAY faster than using a drill(changing bits, etc.) and they make a nice, clean hole in the leather. I think it would just be a lot easier to tool it while it's in pieces. Less hassle when changing your angle and moistening the leather. I typically tool before assembly unless there's some compelling reason to do otherwise.
