If you are doing SCA grade armor, and using the rivets for steel-to-steel joints (either rigid or srticulated), I wouldn't use copper rivets - brass or steel, only. The problem with holes (in terms of cost, not quality, dunno about that...) is blowthrough time. If you have a leather craft store near you, they might carry them. You can use roofing nails as rivets just fine.
