This first thing to realize is how different the rules and expectations are between kingdoms.
For example, in some kingdoms once you are an authorized fighter, you are authorized. Boy, I'm guessing you are in a kingdom with separate authorizations for certain weapon forms. Which kingdom?

What is the testing process? As I understand it, the current testing process is the KEM or whomever he has appointed for the task (Marshal for Experimental Weeapons, etc) announces that something is available for testing, then whomever feels like it tries the item out and reports back to that person...

Switching between the Hessen 6 oz ball pommel on the gold-taped mace (above) and the Hessen 8 oz simple pommel on the silver one (below) had a massive effect on the balance.

The shortage has been coming for quite a while. It is neither a new or sudden thing. Talk to anybody active in the SCA in the 70's and they will all know a guy who had a six inch piece of rattan and did such-and-such with it.
