I actually agree with you Maeryk that archery was indeed effective and used for thousands of years all the way up through the 16th century on the battlefield. It was not like the super destructive missiles used in the SCA where a properly oriented strike was a guaranteed kill but it was still effect...

The entire reason for the armor "standard" of maille is specifically so that somebody wearing a better more expensive suit of armor doesn't get an advantage over those who wear less.

T&B ammo only, head and body targeting only, 10 arrows per archer only, try not to be a jerk. Let the archers carry a backup weapon and archers, don't shoot people in the back and don't cry if your bow gets hit.

The issue is trying to determine intent. Someone yanking on your spear is quite common. If there is a wall in the way and it breaks who is to say that it was broken intentionally? If someone is doing something repeatedly that ends up in a known outcome such as multiple spears broken in the same mann...
