I went ahead and put both on mine. I plan to make another that is just plain axe.
The reason I put the spikes on mine is that in a real fight there would be many things I would be able to do with the axe that I cannot do in SCA combat. The spikes help me make up some of the difference.

It looks neat, but I don't think those things would hold up in combat very well. I have a bunch in my leather-working kit and I haven't found any real use for them.

I don't know about anywhere else, but Atlantia's appearance rule can be achieved with less than $10. Two bedsheets (assuming you are a large man) from the thrift store. A roll of duct tape. I cut that band off and dye the white edges of the fingers and cuffs. It doesn't stand out in pics.
