Small numbers of rivets suitable for making a helmet can be found on Ebay. (Usually in increments of 25 or 50.) If you are only looking for enough for a single project, its worth it. In my opinion, you should talk to a machinist with a lathe.

The original looks like it was turned due to its very regular shape.

It would be easier to make by turning it from round stock than trying to forge from sheet or plate.

Just my two cents worth, brother.
