I used a gun bluing kit I bought from the local Sportsman's Warehouse on a mild helmet I put together for a local Knight. It went smoothly and looks good. A bonus is that its applied cold. You could wax after or apply some gun oil to keep rust at bay.

One day I will get a planishing stake and hammer. From my humble experience people want smooth on their "nice" helmets and Pas armour. At least locally the rough cops I've made for a few fighters have survived well enough despite being made from 16 gauge mild. The ambiguous "it depends" fits here. D...

Make templates out of cardboard. Refine the pattern(s) then transfer to leather and metal. Splinted defenses are usually forgiving in fitment. You could pretty much crib patterns from pictures of said armour.

I use Halberd's dishing hammer and doughnut. I don't make a lot of armor, just some mild cops and such here and there. I can bang out a cop out of 16 gauge in about 45 minutes though I do need to get a planishing stake eventually if I want to start making them pretty. The dishing hammer itself is us...

The only helm I've made with an occular was a pain. I went through a lot of cardboard and swearing to get I right. I had to make the grill for it from scratch. Yours is already looking spiff!

kaiwolf, keep checking the classifieds as well. You could find a deal on a helmet that fits your head and the persona your are looking to emulate. Its a longshot given your budget, but it can happen.
