there is a centralized ruleset, but the rules can be added to, just not taken away from. some places have more stringent requirements

most sca people i have talked to (armorers included) mention that 24 inches is a fairly common head
my hat size is 7.5ish and i wear a large mich helmet.
usually i don't buy hats as i don't wear them unless i gotta

thats not a good sized melon, 24 is pretty standard, 23ish is small so your right about normal

i have heard good things about age of crafts mittens, and they are very willing to work with people on getting the armor exactly how you want it, but i have not ordered from them....(yet)

at that point you have no longer made demi's its a modified wisby

It is doable, but to do it safely would probably be more expensive than getting a true pair of gauntlets. The problem you face is developing a system so the demi would sit in the right place every time and not move. Also you have to worry about the fingers going deep enough into the demi to give you...
