King_Elessar What kind of armor are you trying to make? That may help. The period answer works well, flax or hemp linen in a canvas weight. Use at least 2 layers. I suggest not padding the arms but instead use 3 or 4 layers of cloth. Padding the arms will make them a bit bulky and hard to move in.
