Like everyone said, bolt cutters. I got one of those cheap ones from Harbor Freight and used to clamp it in a vise. Then I just welded the lower handle to a chunk of scrap and bolted it to the corner of my bench. Here is a pic from when I used to clamped it in a vise. http://www.oaksarmoury.com/neww...

You could try anything with a rounded profile stuck in a vice. I use the very tip of my anvil horn.

Looks like a good start. You may want to add some extra leather or tabs along the sides of the scales for sewing to the gloves. Hard to get in between the scales once everything is together.

Get a new set of blades and use spacers/shims to keep the blade at the correct depth. The HF shear really does a pretty decent job if it is tweeked right. Nothing like a beverly though. Mine worked great right out of the box as well. The only modification I made was to add a post of the bracket that holds the lower blade. How well do the pewter buckles sold on several of those sites hold up? I always think of pewter as being sort of a soft metal. Wouldn't they get distorted or stretched over time?
