I wouldn't worry about the foam rubber, but other than that you should have a really nice looking shield. I think the foam rubber UNDER a garden hose that will be covered is just to much. It might be against the rules for the main material, like using a sheet of fiberglass. But I don't see any problem with using it to increase the strength of a legal material.
