Having used a HF shear for about six months before upgrading to a Beverly, I can say that its a decent shear for the money. What I do is run down to Wal-Mart or some sporting goods store and pick up a sleeping pad. It's .5" closed cell foam padding and it comes in a 6'x3' sheet. Just cut it up, spray some adhesive on both the inside of the helmet and your padding, and stick it up in there.
