I suspect you're going to see decorative washers or something like them on coats-of-plates, fabric-covered cuisses and the like during the transitional period.

Raymond's Quiet Press sells some small floral belt mounts that would work, though being cast, they are thicker and more sculpted than stamped washers. Scroll about 3/4 of the way down here: https://www.quietpress.com/later.html

My father is an art dealer and he agrees, Romanesque and possibly a treasure. He pointed out that the flat back and the weathered condition suggest a figure in an exterior niche. It might have been part of a larger composition, such as the attached example of Christ and the apostles.

I agree that it's probably a translation problem, if the title is any indication. It translates roughly to, "An armor fragment from the early brigandine period." No suggestion of a gambeson there.
