I have amiller Syncrowave 180SD and am very pleased with it. I think there a few hundred more than what your looking to spend (assuming you're buying new) but you might find a deal on a used one. For armouring I haven't found a water cooled torch necessary as the weld times are fairly short but YMMV.

Ok it sounds like there's a good bit of interest in complete weapons so I'll plan on offering that. I agree with your ideas except fot the last part as I don't see getting struck on the wrist with a ploarm to be especially worrying. Uilleag can probably give the best advice regarding the durability of painted gesso finishes on leather vs SCA batons. I think leather left ungilded would likely have been painted, probably over a base of gesso.
