From experience, it's a bit pricey to ship from here(Indy) to there. I've done it, but it functionally adds about 50% to the cost. what about to Seattle, then it can be carried across the border? I think, that done right, you might be able to have the shield be 'dead', the way metal swords on shields actually are. Maybe tack the foam down with glue and have a canvas cover that is held on with a drawstring. Done either as a 'for fun' occasional toy, or to see how deadening the impact changes ...
