There aparrently are mentions of English archers wearing scale helmets during the Hundred Years War. I do not know the primary source but Gerry EMbleton has mentioned this in his writings about the medieval soldier and medieval English archers.

You don't need a riser if you use 5-6 foot diameter wheels!

However for 3' diameter wheels you do need a riser:

Since a really nice hand-sewn gambeson would make a good winter project, and since I have a 100-year-old Belgian linen bedsheet I could use for the fabric, I just may end up doing the gambeson "authentically". I just will try to avoid the usual "Tim" thing and try not to OVERBUILD it!
