And I have to say that I would have a difficult time enforcing this policy also, if I were faced with telling a super -Duke that his gear did not satisfy the rules and he must repair or withdraw. The policy would be correct, may actions would be correct...but the societal backlash would far outweig...

If by "surcote" you mean "more elaborate form of tabard", it's in the works, but there's no firm release date yet.
