I've never heard of the SCA having any metal thickness requirement for any armour except the helm. Since I can't see in the picture TOO well, I'm really curious about the bar grill that sticks up from the crossbar. Perhaps individual manufacturers use different colors for their thicknesses and when you go to a different region for example, black is the "thick color" there insted of the "thin color." Yeah, I'm not a fan of the tabbard thing, it's simply too common for units to have their own and so on. Now, in Ansteorra, most units have their own with their kingdom's arms on the shoulders and the like. Personally I like the idea of the ribbon or cloth tied on the arm better than tape on the helm...
