It was for a period of time, but I know that in England it was outlawed for a while because people were painting old, nasty, rusty armour and selling it as new.....

Oh yea. ok...that makes sense. I use an oven for heat coloring to get a even and consistent color. I also heat it at that temp for 20 minutes. It really depends on the makeup of the stainless - The standard iron and carbon, plus Chromium, Molybdenum, aluminium, titanium, nickel, etc... Oh, certainly...the cleaning of the item first is paramount to the finished result. I use acetone for cleaning and have had excellent results. I use latex gloves during the acetone cleaning and once it dries (which is really fast), it goes straight into the oven for heat coloring (be it blue, brass ...

Chemical - Black Magic. Do an internet search for "Black Magic Chemical Blueing"

Heat - Put it in the oven at about 495 for about 20 minute (YMMV)

Oil - You can use a little heat and dirty motor oil or WD40.

All for clecos. Use them myself. I use the tighter fitting ones most often and use my 1/8in size more than any other by tenfold...but I am not one for using the 3/16 rivets as the are too large for historic portrayals, in most cases..
