If you are not after a super smooth mirror surface you could 220 it then go to sisal with emery paste.
You should roll your edges and these areas will require more than 220.

Yes, I cut myself constantly on stainless rivets from McMaster
I use 1/8th in round head from them, a curl of material forms on the head when peening.
I have to go over each head when done checking for it so I don't have an injured customer.
I never made the center plates, A customer had a bunch of them made up and I purchased some.
