Might I point out that this: Use arrows and bolts that are safer than fiberglass shafts, limit the number of arrows someone can take on the field at one time, and limit either the targeting to faceplates or armor as worn, or require that the arrows hit with full force, and like any other blow I GET...

The rules do need tweaking. Hmm.. could you send a phalanx out to take them out early in the game? Mount counter-archers? Tweak the scenarios so they aren't so game altering? I had the same problem.. turned out it was constricting over my temples, and that spot on the back of my head just below the "knob" in your skull.. relieving some of that fixed it.
