You should be able to put a simple drape of leather or canvas on the inside of your helm that should make the marshalls happy until you come up with a more permanant solution. This should fit your budget as well.

If it is allowable in your kingdom (and you can find it), use SILOFLEX to encase your rattan. It works great to preserve swords and will add the necessary thickness (with Siloflex and tape).
I've also found that Siloflex will help with extending the swords life. However YMMV.
