That reminds me quite a bit of a viking knot-untier. I don't know the correct term but it would be something you use to poke into a knot to loosen it. The one I've seen had the design carved into it rather than your amazing bas relief work, but with some research it might be a way to continue doing...

Its way over done in the SCA. I chalk it up there with wearing huge belt bags, mugs/drinking horns on the belt.

I remember reading once that all amber finds from Viking Age graves was either shaped, or made into beads and never in mens graves.
