B1 and B2 shears still show up every once in a while on eBay and Craigslist so keep your eyes open have money available when you find them.
The HF version is OK untill you start cutting 14 or thicker steel.
The article about adjusting the blades and tuning helps a ton.

There is an article on setting up a harbor freight shear worth reading.

It may be worth picking up a feeler gauge to set the gap.
You might find a manual available online from the manufacturer or one of the fab forums.

I know calontir trim had plaates at one point.
polarbearforge, and scindoltd.com do CnC cutting in various metals.

I may have some of the old mild steel scales from TRL, as well as the current anodized aluminum in larger and small sizes.

A few points worth considering. When cutting the plastic hot try finding a head knife. They are fairly useful for trimming bits and pieces. I find myself using a deburring tool quite a bit as well. A lot can be accommodated with overlapping plates and an extra hole or two in the straps.
People have been slightly asemetrical for a long time.

To me it looks like a variation of a wood working bench set a lot lower with the top at an angle.
Much like a shaving horse.
bench dogs would support the armour with wedges used to hold the armour in place.

Depending on how the plates are cut a belt sander or roloc disk may do the job as well.

a lot depends in the weapon. Swords I use an egg shaped cross section. pole arms and such endup with an oval cross sections. Daggers usually endup round. With regulators it depends on the quality and brand.
Better models can be sent in for repair.
Torch handle and tips need to scaled to the work.

You can try blasting media but it will yeald a brushed finish.
It takes a while to deburr so be patient.
