It depends the blank is likely treated with something like supersheen from tandy. With condition not being an issue they are praticaly free in the spring...
Often older damaged balls endup in the snow bank at the local bowling ally.

Things change a bid depending on what your using it for.
Most combat groups have governing documents, standards, or rules outlying arms and armour.
BOTN, jousting groups tend to have higher thicker plates then foam combat groups.

I have not done them in brass but I can look at materials.
It looks like they would run $12-15 each using brass rod.
The stakes I make are J shaped and a fairly standard item for most blacksmiths.

Think a little on the design of your anvil and see if you really need all that steel.
It may be easier to go with something thinner then a 12" cube and support the anvil a little differently.

Cutting rivets to length or cutting rivets free to replace a strap? Bolt cutters work well. I have a pair of knipex cobolts that are decent for chainmail and up to 5/32 stainless. I have had some luck with older used tools and equipment. Being able to do minor repair work and accepting cosmetic damage does fairly well for some items. Belts, power cords, and picking up things that are dificult to ship can work save money if you have time to wait. Pawn shops, Craigslist, eBay, ...
