This might be a better question for the Interpretive Recreation section, but if you're just looking for machine-embroidered yardage, I've found some pretty stuff at JoAnns in the spring & summer months, and Denver Fabrics has some nice-looking embroidered taffeta.

Sure -- there are depictions of livery collars dating to the 14th century. See Richard II on the left panel of the Wilton Diptych , for example.
