Cord made this way is pretty darn strong. Many uses I would imagine. I believe that Period Patterns #92 or #101 should serve. They term them tabards but as they're worn over armour they're jupons to me
(or at least adaptable as such)

Just quickly knocked up a pair of Salwar from pics/pattern on The Red Kaganate site. Hand drew the pattern onto the fabric (100% cotton calico).
