David, The shear I'm talking about is a throatless rotary shear made by Woodward Fab. I also have the Woodward Fab rotary shear. It cuts pretty well, but we did have trouble with the gapping at first. Thanks for the help so far! This will not be for combat of any sort, and it's basically just a project I want to do for the simple reason of seeing if I can do it. I think $30 for a cleaned up, ready to use dishing form is a heck of a price! But keeping the $20 version as an option would be good too.
