A welt stiffens the seam line taking the strain off the thread. No flex, no shear against thread fibre.

Check out builders' hardware stores that carry high end locks, door handles, cabinet parts et cetera. I bought a six foot strip of stainless narrow piano hinge for $30 CAD. I couldn't make it that cheap. :)

It might be resin impregnated. The tannery rolls on a coating that improves abrasion and water resistance. I have heard it is done to hides with cosmetic blemishes. It will be fine for armour applications so long as you don't hope to dye it. If its really shiny, like plastic sheet, then it is not so...
