Oddly enough I have that very sword. Bought pre internaet and for a great deal more. Caid had a similar rule iirc, it strikes me that they were written during a period when alternative shield materials were more difficult to come by for the average fighter and were thus frowned upon and discriminated against or is that equal opportunity at work there.
