To rivet to the inside, the helm must be of "superior construction". With just riveting, I think you (and your reputation) is safer, going with the way that has a much higher chance of the marshalls passing your helms. Just my opinion.

As far as the Crash-pads, I fight in "Little Atlantia" as our shire has been dubbed (most of the older guys in the shire are from Argent Company) and we play harder than your average Meridian. They allow you to feel impact, without really getting a bruise. No calibration issues at all. For the knees...

Looks good. You might want to see about getting some brass, simply to add a bit of extra for people who want a more decorative helm. Other than that, they tend to look good for a starter helm.

If you are trying to "weld" the plastic together, try a butane lighter. Heat up both edges, and push them together.

Check any fighter. It is said that anywhere between 5-20% (depending on who you listen to) of males have the same bend in the elbow. It is particularly noticable in Target Archery (they have a higher incidence of string shock). I have the same bend in the elbow.

Most of us tend to use the same tools to shape leather, to give it the initial shape before hardening. Take a look at House of the Wolf's tutorials. I agree that plastic sounds a lot more like something you should be able to do quickly and easily.

At 16, under the Dragon rules, vambraces and cuisses (thigh armour) are required. Morristh, who did you hear from that we can let them fight normal at 16? I am newly authorized, and hadnt heard anything about this.
