You want a chemical rust remover so that you can see how bad the pitting is. Vinegar will do okay, but one of the kill-rust products would be better. I use a "leather bag" approach. Sew a light leather cassing for the foam and rattan mace-head. Leave enough "neck" to be able to securely fibre-tape to the haft.

I tend to be wary of trusting recently re-painted tools if I cannot get peronal with them and check for recent repairs and re-welds.

I bought something a while ago that turned out to have a weld right across the anvil plate support. Not doing that again.
