Looks like a cote to me.
I can't find it now, but there were some winter militia scenes in the living history group Company of Saynt George that had something very very similar. H.E. sells a cote with similar gathers, but not quite as long.

I don't think that they can. I think they are a 20th century invention after the advent of mass produced rubber gaskets. Similar in design are Filo or heirloom jars for canning, which I'm guessing actually pre-date the flip-top or "lightening" bottle tops. They do seem to be very old-timey...
