IMO inside would make more sense. Less likely to snag a blade, look better (no little tails hanging down on your pretty breastplate), and would probably last longer as there would be less abrasion to the strap. IIRC (from my days working at NAPA) Lincoln is still made in the US of A (hence the expense) and have great customer care.
