Gauntlets do not need to "bottom out" on rattan to be safe. Finger gauntlets are legal as long as the fingers are padded. Check your rule book and if in doubt, ask your local marshal - they ultimately have to pass the marshal test to be on the field.

If it's armour - when you call - tell them it's SPORTING EQUIPMENT. If it's called armour, they'll think it's historical stuff from a museum or something and take longer or send it back.

Define affordable. Polar Bear Forge offers a grinder-in-a-box kit (you add the motor) that folks use as a slack-belt sander. He has recommendations on motors too. Curt, the metallurgical tests would probably be destructive testing, yes?
You'd have to get through the rust to get to metal (otherwise the test would say "it's iron oxide").
It should be magnetic - but historical ones were too. I'm not up on tests though.

I have those exact Knipex bolt cutters (what I was using for my rivets) -- according to that amazon page, 5.2mm is the capacity - which is roughly 3/16" I believe. Something with 18" handles. Leverage is your friend.
That said, for the couple of things I've made, I used bolt cutters to "trim" down the requisite rivets.

Dad used it a lot more than I did - he would rinse it off (hose, outside) and spray with wd-40 without drying it off - just saturated through the water. Then wiped it off and oiled/waxed from there. It was mostly old tools he was cleaning up.

Cola is dilute phosphoric acid - that will eat everything, including the blackened finish. If you go that route, it will work and won't scratch the surface. Just watch it, wash it, and seal it. Check your shoes - a lot of static problems are from footwear. Chances are, you're on a concrete floor. You could always get a grounded floor pad to stand on.
