I am pretty sure Historic Enterprises used to carry loose brass rings, but they aren't listed on their site any more.

even with bokken and wasters, you can hit flat even hitting with the "edge." The edge has to not only be on target, but aligned in conjunction with the force of the motion if it's going to cut -- my mentor and I call not having this conjunction "stick mentality."
