Something like this that I could modify would be great. I am not sure if they will close enough to set the rivet if I grind flats in the jaws to drill the rivet sets in. I also would have to shorted the handles so the overall length is 7" or less. If I don't find a solution in time for this tri...

Mac, Could you elaborate on how the two ends are supposed to meet up under the flap? I had imagined that they only met up at the belt and there would be a gap below maybe spanned by points, much like my wool hose. Then this would all be covered by the flap. That looks uncomfortable...imagine the impression of rings on your buttocks if you sit a while, or on a horse. Need some 6mm flat rings? Split an order with me?

I need some loose 6mm flat round rivet rings to complete a project.
My need is less than 1/2 the rings Icefalcon sells as a half bag.
The full bag is a better deal $ per ring but is way over kill for my needs.

Anyone want to split an order or have some loose rings to sell?

I have had good results with plastidip on thrusting tips. I learned about using it from Aveloc at Pennsic many years ago. He had some polearms, axes, & maces that looked great. It works great for squishy stuff but in my experience it dies a quick death on harder weapons. Aveloc even had mixed up...

I would recommend that you plan out and construct whatever you intend to wear the mail over. this will tell you for sure how long the collar strop has to be. Could you give a little more detail on the spring steel dog collar?
Would this simply be two rectangles bent, hinged, and latched or should it be more complicated?

It was a band of mail around the collar sewn to a padded band and a flaired skirt. Yes, it was for a kid so it has even less mail than a full sized one, but even full sized it isn't that big. I think that the extra work (not that much actually - re-cutting things is annoying. Making it from scratch...
