Dude...I just bought a 40 dollar anvil. Go to craigslist....or better yet www.craigshelper.com I regularly see anvils on there....some as low as 200. Lots of them in PA, NY, DEL, NJ .... there are two in Cincinnati on craigslist m m ( looks really used..... ) not so easy to find here....
The knuckle height rule was standard for using larger hammers and top tools it is unlikely to work well for most modern smithing. In bladesmithing the general suggestion is to start about knuckle height and then raise the anvil till you find that you are not bending over it but working with a strai...
