How thick do you need the metal to be? It looks like a piece of small pipe welded to a bit of sheet metal. Clamping it down for the drill press would give you the hole and an hand tap would finish the rest off. yeah.... I'm betting they would not be hard to make..... if I had the metal working tool...

Lots of different ways; some boil it with a bit of TSP others use flammable solvents. Did you search on "degreasing bone knife" ? I'd prefer to not give details as the method I have used can be quite dangerous if mishandled---see Flammable Solvents... Thomas TSP? trisodium phosphate...?
