From time to time you may find what you are looking for on ebay, but they are not scissors. It is a rotary machine that cuts scallops into the edge. It looks like a marshalltown throatless shear. It is hand cranked and you feed the leather into the machine. Check out this ebay item number 180435758...

I have a harbor freight one that needed some realigning. Basically, the anvils slide out when the adjustment is low.
Here is the owners manual...maybe you can garner some ideas from the drawing...

Well, one thing about dealing with the Amish...don't tell them the wheels will be used on a weapon. They won't make them for you. My unit has never had a problem. Matter of fact we just took one down and had the rims re-shrunk because they were loose. They even trued the axles while we waited...oh ...
