I used thin wire once to figure out width and length a while back. It makes the oval, and then you can measure width and length that way. If you are ordering a custom helm, you "could" take that, trace out the oval on a piece of cardboard and cut it out and send it to the armourer.... Prob...

I used the same thing except I used High temperature bearing grease instead of oil, they still dull and break though...sorry I couldn't be more help.

I wish I had a better answer, but for neoprene foam I used liquid nails. The advantage is it also fills gaps, and it holds well...

Last couple of old "round top" trailer balls I got at the local flea market. I had to dig through boxes, but it was worth the $1 a piece for them. I also got a sweet deal on a 16" garand bayonet (but that is another story)....

What I do to remove the reflective material (aka scotchlite) is heat it with a heat gun and use a wallpaper scraper, The heat loosens the adhesive and it comes off pretty nice. follow that up with your favorite glue remover and you are good.
